Abstract
IGOS is the government commitment to adopt the open source software itself with a hope that other stakeholders will follow it. This paper outlines the current state of open source software deployment in Indonesia higher education institutions and to investigate key drivers. We sent the survey to academic officers (management), IT staffs and lecturers from 200 universities, both private and state universities. There were 446 respondents who participated in our survey. The results show the adoption of OSS in Indonesia higher education’s institutions is fairly low. The key drivers of open source software adoption for academicians and management perspectives were a need to create high-challenge, free from software piracy, and support contextual learning. While IT-technician had different key drivers of OSS adoption, namely a need high-challenge, experiences of other institutions, and a particular features. This study suggests that IGOS is a not successful policy.
